Ghost gear is caused by fishing activities, both commercial and recreational, but its impacts will affect all stakeholders utilizing marine and coastal resources, thus has a broad societal implications. On the other hand, (commercial) fishery is one of the economic drivers as well as cultural identities of Rhode Island and gear loss is unavoidable in fishing. Aiming for zero gear loss can only be achieved by banning fishing altogether, which clearly cannot be the solution. The focus needs to be balancing the benefit and the damage, and ways to minimize the damage through appropriate incentive mechanism. As such, we believe this project fits squarely with the CI mission.
