Biography
Lily Alcock is an International Program Coordinator at the Coastal Institute, providing financial management, subaward coordination, and operational support for the Fish Right Program and other international projects. She joined URI in 2026, drawing on more than fifteen years of operational, fiscal, and compliance experience across federally funded international programs.
Lily’s expertise spans donor-funded program operations, award management, and organizational systems that enable successful project implementation. She partners with technical teams to translate complex federal and institutional requirements into practical operational solutions, leading budget development, procurement, subaward administration, compliance, and performance reporting throughout the grant lifecycle. Fully bilingual in Spanish, Lily has supported programs across Latin America, the Caribbean, and Southeast Asia, bringing a collaborative approach to cross-cultural partnerships, risk management, and operational excellence.
Before joining CI, Lily supported the implementation, management, and compliance of USDA- and USAID-funded awards totaling more than $60M at Winrock International and IESC, leading subawards, procurements, and donor reporting under federal regulations. She most recently provided analytical and accreditation support at the Rhode Island Department of Corrections. A certified Project Management Professional (PMP), she holds a bachelor’s degree in Politics.
